All blanks of fishing rods bend, some fast, some slow and some in between. Rod action is usually expressed as extra fast, fast, moderate and slow. Some manufacturers use the same labels for actions as they do for power.
Extra Fast - Heavy Action - bends 3" -4" from the tip.
Fast - Medium-Heavy Action - bends top 1/4 - 1/3 of the blank
Moderate - Medium Action - bends the top 1/2 of the blank
Slow - Light Action - bends the top 2/3 - 3/4 of the blank
Basically, the heavier the power value the faster the action, and the lighter the power value the slower the action.
The labels for rod action can be found on the butt section of the blank just above the handle.
